If there is a non-gaming merchant that can move funds, they can take a % of those funds as commission. They can also pay a percent of those funds to someone "referring" clients. If they are disreputable, they can keep *all* the funds.
In all cases, however, we are talking only about risking funds and paying from funds that are stuck in NETELLER only.
It makes no sense what-so-ever to pay anyone money outside NETELLER if indeed they can get your funds. Period. If they can get your funds, they can take payment from those funds, *after* the funds are cleared.
Any other arrangement just screams of a con job. Do the logic.
I've seen enough cons and Internet scams to know the modus operandi.
If someone could get funds out, they could offer to do so for any number of reputable RX posters, take the commission *afterwards*, and have their reputation and method confirmed. To date, no one has done this or even offered to do so, just up-front fee scams.
Up-front fee is a simple con job. A common one is the offer of large unsecured loans, you just need to pay an "application fee". Scam. Period. Loan commissions are earned by taking money out of the loan principal when given to you. There is no reputable reason to operate any other way.
Use reason and logic when dealing with a proposal, esp. someone making unsubstantiated claims and refusing to provide verifiable details.
